Rare as pairings, less rare as matches
Five per cent of pairings repeat, but 11.6 per cent of all matches are between two clubs who had met before. Both are true and they are not in conflict: the pairs who meet again tend to meet several times, so they account for more games than their share of pairings suggests.
The pair who have played 61 times
The most-met pairing in the archive has 61 matches. Nothing about a matchmaking pool this size produces that by chance — it is what two groups arranging games with each other looks like from the outside.
What this does not tell you
EA has never said whether matchmaking avoids repeat opponents. The distribution here is consistent with a large pool and no strong avoidance, which is a weaker claim than either “it rematches you” or “it blocks rematches” — and it is as far as the data goes.
