What do Facilities do in FC 26 Clubs?
One budget now pays for two things: your own pro, and the AI team-mates who fill the rest of the side. Most clubs make that trade without noticing they made it.

The same pot pays for your own pro and for the AI team-mates beside you. Both boosts arrive at kickoff, and neither one shows up on the build screen you were comparing.
The split is the decision
Your club has one facility budget and FC 26 gives it two jobs. Player Facilities upgrade the pros your members play. AI Facilities upgrade the players the game fills in around you. Every point spent on one side is a point the other side does not get, and that trade is the whole of it.
Most clubs make the trade by accident. Whoever has access spends the budget the way they spent it last year, all of it on the human half, and the AI half sits at whatever it started as for a season.

EA has published the shape of this and none of the sizes. No tier table, no per-point figure, nothing in the Clubs notes you could check a claim against.
Spend it where an AI actually plays
The AI side is split into groups of positions, so you are choosing an area of the pitch each time. Open your team sheet on an ordinary night and look at the empty shirts. Those are the ones an AI wears in every single match, and they are the only groups where an AI upgrade gets worn at all.
A club of six that always fields a human back four buys very little with a defensive AI upgrade. A club of six whose members all want to attack has been fielding an AI defence every week, and has probably been blaming something else for the goals.
Rush is where you feel it
A Clubs Rush lobby holds five and will start with two humans, with AI filling the rest. In an eleven a side match with a full club, the AI covers a shirt or two. Play Rush with one friend and it covers most of your team.
So a club that lives in Rush and has put everything into Player Facilities has spent its season upgrading the smaller half of the side it puts out. If Rush is your evening, the AI budget is the one doing the work.
You cannot see it on the build screen
The boost lands when you enter a match. Your pro on the build screen is your pro without it, which is why people compare two builds, watch nothing move, and decide the facilities do nothing at all. That screen was never going to show them.
Height and weight behave the same way, and EA explains that adjustment by comparing it to a facilities boost. To feel either one you have to play, and you have to play enough games that a good night does not read as proof.
Two clubs comparing the same Archetype on the same screen can be looking at players who will not be equal at kickoff. The screen has no way to say so.
What EA has not published
Every number. EA has said the facilities affect the AI players and has left out by how much, for every facility and every tier. So a guide handing you an exact upgrade order assembled it from the same screens you can open, plus a confident tone. Some of it may be right. None of it is checkable.
This site cannot settle it either. EA sends no facility level on a match row, so a club that has upgraded everything and a club that has upgraded nothing arrive in this archive looking the same. What a Boss records per 90 is measurable here. What your club bought is invisible, and any site telling you otherwise has read the same nothing.
